The OSB’s primary authority is over licensed Oregon attorneys. If a UPL respondent is not licensed to practice law in Oregon, by law the OSB’s UPL enforcement options are limited. Please note that only a court is authorized to order that a respondent cease in the offering and providing of legal services in Oregon, and only a court may determine that someone has violated or are violating UPL law.

If your complaint is about a lawyer licensed in Oregon or any other jurisdiction you will need to contact the Oregon State Bar’s Client Assistance Office. Info on the CAO is available here, an intake form for complaints is available here.

If you are concerned that someone violated or is violating your legal rights, you may consult with an attorney. Although the OSB is unable to provide legal advice or representation, the OSB encourages you to contact an attorney of your choice for assistance. You may be able to get the name of an attorney to help you by calling the OSB Referral and Information Service at (503) 684-3763 or (800) 452-7636 (within Oregon).

If you believe you have been a victim of a financial or other crime or consumer fraud you should contact your local law enforcement and/or the Oregon Department of Justice’s Consumer Protection department.
